Transfer policy
If one analyzes the stats displayed in the MIS ppt it is seen that in some of the regions the requests are more than no. of officers due. This could be on two accounts:
i) The requests are for posting within the same CCIT region even though the officer may not be due as per guidelines; or
ii) The period of stay in a CCIT region, as per transfer guidelines, is more and perhaps requires to be fine tuned.
It is also to be seen that out of the requests made for a particular region how many officers are actually eligible for that station in view of different limits for different category of stations

I went through the ppt and its explanatory note on the current ransfer/posting scene.
It is precisely this kind of analysis that will improve transparency and help the Ministry/Board to take well-informed decisions on this very sensitive issue.

Suggestation
Digital signature required for e-filing of return,ok.Its cost to obtain it and make it renewed periodically at cost makes it unpopular.Alternative authencity of person submitting return may be explored to make it a success.May be one time fee charged by IT deptt.ADMPR7878L
