After completing M. Sc. in Physics from Birla Institute of Technology & Science (BITS), Pilani(Rajasthan) in 1974, Shri Lohani joined Lectureship in Birla Govt Post Graduate College, Srinagar(Uttarakhand) under Garhwal University and subsequently in Govt. Degree College, Sehore(M.P.) under Bhopal University. After teaching undergraduate and post graduate students for more than 5 years, Shri Lohani joined the Central Secretariat, Government of India in 1980. He has held various key administrative posts in the department of Industrial Policy and Promotion( Ministry of Commerce and Industry), Ministry of Civil aviation/ Tourism, Department of Personnel & Training(Ministry of Personnel, PG and Pensions), Ministry of Food Processing Industries upto Director level.
In 2009, he was appointed as Member, Staff Selection Commission (Joint Secretary level) and in 2010, he moved as Joint Secretary, Department of Expenditure(Ministry of Finance). Presently, he is Joint Secretary in the Department of Revenue (Ministry of Finance). He holds an MBA degree from IGNOU, New Delhi and has undergone training courses on different aspects of management in institutions like IIM, Bangalore, RIPA, London, etc
This is a comprehensive portal for Indian Revenue Service, which is one of the premier Union Civil Services of India. The portal had a modest beginning in 2003 when the Central Board of Direct Taxes (CBDT) introduced it with the limited idea of providing web based facility for creating and updating service profiles of IRS officers in real time. This website was named www.irsofficersonline.gov.in and launched on 1st September 2003.
Since it was felt that to make data entry for over 4000 IRS Officers not only extra manpower and time was required but also that the data will lack complete accuracy. Therefore, it was decided that IRS officers would themselves create and maintain their own service data on a net-based server by providing them with password protected access. It was also decided to use the website for online applications of transfer requests.
This idea of the site was conceived by Smt. Snehlata Shrivastava, Joint Secretary (Admn) and was assisted by her colleagues in the Board and CIT (CO), Delhi. It was decided to appoint an internal agency for Joint secretary (Admin), CBDT to carry out day-to-day work. CIT (CO), Delhi
Dr. Parvinder Sohi Behuria was given this task. Chairman CBDT Shri P. L. Singh sent the first letter on 2nd Sep.2003 directing all Cadre Controlling Chief Commissioners of Income Tax (CCITs) to ask IRS officers under their charge to access the website and furnish their profiles.
In later years, the portal came to be used as a notice board where Administrative Orders, Circulars and Notifications concerning IRS officers were placed on the website. This proved to be an efficient means of communicating with IRS officers across India, including those on deputation outside the Income Tax Department.
Realising the advantages of having a comprehensive and accurate database of IRS officers, the Board decided to create a dedicated Database Cell under the supervision of Joint Secretary (Admn) (Direct Taxes) and Member(P&V). Database Cell of CBDT started functioning w.e.f. 11.03.08. The Database Cell was given the mandate for creation of an authentic, transparent and error-free database of executive profiles of all IRS officers in the first phase. These profiles were placed on the Internet so that officers may access the database and re-verify their individual details and / or submit proposals for corrections if any.
